  • Electronic items have been recognized as the fastest growing segment of the waste stream since the 1990s by the US-EPA.

  • As of January 1, 2012 the following items were banned from disposal in Illinois: Televisions, Monitors, Printers, Computers (Desktops, Laptops, Notebooks, Tablets), Electronic Keyboards, Fax Machines, Videocassette Recorders, Portable Digital Music Players, DVD Players, DVD Recorders, Video Game Consoles, Small Scale Servers, Scanners, Electronic Mice, Digital Converter Boxes, Cable Receivers, Satelite Receivers, Cell Phones, Computer Cable, Portable Digital Assistants (PDAs) and Zip Drives.
  • As of Jan. 2019, residents may be charged when dropping off electronics in Illinois. Will County does not charge.

 

COVID-19 Update:

While the Health Emergency related to COVID-19 has ended, please know the Will County Land Use worked in consultation with our Health Department to determine these collections should not pose a risk when following precautions such as:

  • Participants Remain in their vehicles at all times
  • Participants show ID by holding it to the window for staff to see
  • Staff be allowed to remove items without assistance

Will County is proud to say we were the only County in Illinois that never closed our electronics recycling program during the height of the pandamic due to the cooperation and understanding of the Health Department, our contractor, host sites and residents.

Computers, Printers, Cell Phones, Fax Machines - Erase the Memory on these Devices

Computers often contain highly personal information from bank data to tax records. Before donating your computer or bringing it to a recycling program of any kind, clean the hard drive.
 
Reformat the hard drive or purchase a program that writes over the hard drive. The process can be slow, because such a program writes to the disk repeatedly. Prepare to run it overnight.
 
It is the duty of the user of any recycling program to ensure data erasure. Will County assumes no responsibility to protect any electronic data remaining in electronics deposited in the electronic recycling program If you need more detailed instructions e-mail or call the County Land Use – Resource Recovery & Energy offices.
 
When utilizing a Will County Drop-Off or Collection Event, please be assured that the contracted electronic recycling company cleans the hard drives of all types of computers with Department of Defense approved software.
 
If the hard drive is damaged and cannot be cleaned with software, it is wiped clean with a magnet and shredded for recycling.

Some History:

 

  • In 2000 Will County offered our first one-day electronic item collection event. They were held annually thereafter.
  • Since 2007 Will County has offered several free-of-charge year-round drop-offs in partnership with other units of local government. (4 sites in 2007, 11 in 2009, 13 from 2012-2015)
  • On April 1, 2011, Will County began offering a pilot FREE Front-Door Collection of Electronics to ALL residents of Aurora, Bolingbrook, Crest Hill, Channahon, Elwood, Homer Glen, Joliet, Lemont, Lockport, Minooka, Naperville, New Lenox, Plainfield, Rockdale, Romeoville, Shorewood and Woodridge.
  • Front-Door Service expanded to Braceville, Braidwood, Coal City, Diamond, Godley, Manhattan, Symerton and Wilmington September 1, 2011.
  • Front-Door service expansion was completed on November 15, 2011, with the addition of Beecher, Crete, Frankfort, Mokena, Monee, Orland Park, Park Forest, Peotone, Sauk Village, Steger, Tinley Park and University Park.
  • As of January 1, 2012 the following items were banned from disposal in Illinois: Televisions, Monitors, Printers, Computers (Desktops, Laptops, Notebooks, Tablets), Electronic Keyboards, Fax Machines, Videocassette Recorders, Portable Digital Music Players, DVD Players, DVD Recorders, Video Game Consoles, Small Scale Servers, Scanners, Electronic Mice, Digital Converter Boxes, Cable Receivers, Satelite Receivers, Cell Phones, Computer Cable, Portable Digital Assistants (PDAs) and Zip Drives.
  • As of May 1, 2014 the Front-Door Collection implimented a fee for service of $25 per service call.
  • From February 1 through February 28, 2016, all the permanent sites closed as our contractor canceled the contract due to the loss of manufacturer funding.
  • As of February 12, 2016 the Front Door Collection Contract ended. Vintage Tech/Kuusakowski began charging $75.
  • As of May 3, 2016 the permanent program re-started with the opening of the Lockport Public Works Drop-off.
  • July 20, 2016 Peotone Police Department opened a recurring recycling recycling program with us, twice a month, 5pm-7pm
  • New Lenox Township reopened in July 2016 with the two-hour, twice a month program.
  • Romeoville was able to open a new location in August of 2016 offering the two-hour, twice a month program.
  • The City of Joliet partnered with Will County to offer the two-hour, twice a month program in October of 2016, ended in February of 2018 after adding service through their hauler.
  • Channahon Township, in partnership with Families of Faith Church, began to offer recurring events in June 2017. The Township built a new garage and relocated the twice a month Electronics program to the new site as of May, 2019.
  • The City of Wilmington began partnering with Will County to offer twice a month collection events in July 2017.
  • Frankfort Township began offering residential Electronics Recycling Drop-Off service twice a month as a partner in March 2018.
  • Additional efforts are being made to offer more sites, as well as offer one-day events.

Will County's electronic program protects Will County water and air resources, while reducing the materials going to local landfills. Some computers have a shelf life of only 3 to 5 years. It is often less expensive to purchase a new electronic item instead of repairing it. This increases the amount of waste generated and increases the amount of natural resources needed to make new products.
 
The EPA states that electronics contain hazardous materials, such as lead, mercury, and hexavalent chromium, batteries and color cathode ray tubes (CRTs). Televisions and CRT monitors contain an average of 4 lbs of lead (depending on size). Mercury from electronics has been cited as a leading source of mercury in municipal waste. Lastly, brominat
 
ed flame retardants are commonly added to plastics used in electronics. If discarded, these toxins can be released into the environment through landfill leachate.

Worldwide, an estimated 20-50 million tons of electronic waste is generated annually, and an estimated 85% of it ends up in landfills. Recycling electronics avoids air, water and land pollution. It reduces the need to extract valuable and limited resources from the earth. It also reduces the energy and other resources used in new product manufacturing. Many of the components recovered can be used in new items.

 

Electronic Drop-Off Instructions and Locations:

  • Bring only residentially generated electronic items. No business electronics can be taken. Businesses are encouraged to call Will County or go to their website for recycling/reuse information.
  • Clean off any personal information on hard drives (Reformatting the hard drive or rewriting the disc is recommended.)
  • Take materials to the drop-off ONLY during operational hours.
  • Please place materials carefully in boxes as indicated by signs at the site.
  • NO Batteries (please remove batteries before dropping items off at the site)
  • NO Packaging (please do not place items back in their orginal packaging, items should be free of all packaging)
  • DO NOT TAKE any items that have already been dropped off. Once items have been placed in the box they are part of the Recycling Program.
